arrow City Manager's Corner - Help on its Way!
Welcome to the March E-Newsletter! Last month’s heavy rainfall caused damage to areas throughout the City including four homes in the Phillips Ranch community. During this time, the City’s Public Works Department, Building Division, Police Department and L.A. County Fire worked day and night to keep the affected areas safe. The City proclaimed the area a local emergency immediately after we learned of the devastation and sought out ways to assist the affected residents. On Feb. 28th, the City Council announced an emergency fund that will provide $50,000 to help these four homeowners rebuild their lives.
Up to $12,500 per household will be made available to the owners of the red-tagged homes. The Mayor and Councilmembers who toured the damaged area following the landslide expressed the City’s commitment to help the displaced homeowners get back on their feet.
The City continues to assist the homeowners in applying for individual assistance from the Federal Emergency Management Administration (FEMA) and the Governor’s Office of Emergency Services (OES).
In addition, the City reminds all citizens to be prepared for an emergency. Utilize the City’s Emergency Preparedness Office, which offers assistance in planning and preparing for emergency in your home, business and community, by calling 909-620-3741.
I also would like to thank the community members, City staff, LA County Fire, and the Pomona Police Department for their immediate response during this emergency.

arrow State OES Offers Tips for Storm Victims
The Governor’s Office of Emergency Services offers the following suggestions for individuals needing aid or wishing to report damage from the massive winter storms:

o Report damage to your home, business or other property to your insurance company and your local city or county office of emergency services.
o If you believe your house or business could be unsafe to occupy due to the damage, contact your local building department and obtain an inspection before returning to the building.
o If you are in need of food, clothing or shelter, contact your local chapter of the American Red Cross. Counties can also provide information on the local programs or community service organizations that might best meet your needs.
o Be aware of health and safety concerns in areas that have been flooded. Discard food that may have come in contact with flood waters. Contact your water company about the safety of municipal water. Flooded private wells will need to be tested. Bottled, boiled and treated water is safe for drinking, cooking and personal hygine. Avoid wading in water that may be in contact with live electrical lines. Consult your utility about using electrical equipment.

arrow U.S. Passport Fees Add On Security Fees
Effective March 8, 2005, all those applying for a U.S. passport must pay a passport “Security Surcharge” of $12, which will be collected in addition to the passport processing fee. The security surcharge will fund multiple security enhancements in the U. S. passport. The $12 surcharge will be collected along with the regular passport application fee of $55 for those ages 16 and older (total fee $67) and $40 for those under age 16(total fee $52) for routine service.
The $30 processing fee collected by the Library will remain the same. These fees are non-refundable. For expedited service, the $60 “expedite fee” is also collected. Pomona Library Passport office is open Monday - Thursday from 9 a.m. - 6 p.m. and Fridays and Saturdays, 12 p.m. to 5 p.m. Call for an appointment.

Run a small business in the City or thinking about starting up one, then attend one of the free Small Business Workshops offered free to Pomona residents this month. The Pomona Public Library and the Business Development Division of the Pomona Redevelopment Agency are pleased to collaborate with the Mt. San Antonio Small Business Development Center to offer insightful workshops to small business owners and potential owners with the latest trends and tips to stay on top of the game.

Information will also be provided on Pomona Public Library’s Services to Small Business, as well as a demonstration of the Library’s Small Business Network.
This program is free to Pomona Residents and Business Owners and made possible in part through Federal Library Services and Technology Act funding.

arrow Energy Assistance Fund for SCE Customers
Income-qualified Southern California Edison (SCE) customers can receive assistance to pay their winter electric bills through the utility’s Energy Assistance Fund (EAF) beginning February 8 through April 29, 2005.
The program provides residential customers with up to $100 in bill payment assistance, and up to $200 for customers with “all electric” homes.
Customers must apply in person for EAF at one of 100 community agencies that are distributing funds. For agency locations and more information on EAF and other assistance programs, please call SCE at (800) 655-4555.
